artificial (IA) est\u00e1 manifestando un constante crecimiento y se ha convertido en una tecnolog\u00eda indispensable en los diferentes sectores del pa\u00eds. Para la administraci\u00f3n p\u00fablica, particularmente, representa una gran oportunidad, sin embargo, solo 0.5 por ciento de los gobiernos de M\u00e9xico decide utilizarla para optimizar sus procesos.<\/p>\n<p>La falta de presupuesto en municipios y la carencia de capacitaci\u00f3n para funcionarios son los principales factores que impiden el impulso a la transformaci\u00f3n tecnol\u00f3gica en materia gubernamental.<\/p>\n<p>Carlos Abraham Oviedo Casta\u00f1\u00f3n, Head of Business Development de la compa\u00f1\u00eda de inteligencia artificial Isita, destaca que, en t\u00e9rminos de digitalizaci\u00f3n en M\u00e9xico, el 82 por ciento de las entidades gubernamentales cuenta con lo necesario para sus servicios; sin embargo, en IA, comparado con otros pa\u00edses, el territorio nacional presenta un atraso en su adopci\u00f3n.<\/p>\n<p>Explica que el uso de la IA es una soluci\u00f3n para gobiernos m\u00e1s efectivos y con mejor administraci\u00f3n de recursos, los cuales podr\u00edan incrementarse hasta un 63 por ciento si se realiza una aplicaci\u00f3n eficaz de la tecnolog\u00eda, junto con una mayor planeaci\u00f3n urbana y un impacto social positivo.<\/p>\n<p>\u201cHoy se habla mucho de la inteligencia artificial; en M\u00e9xico, la oportunidad de aplicarla en servicios p\u00fablicos es enorme. Si los gobiernos invirtieran una buena parte del presupuesto, a largo plazo tendr\u00edan un ahorro en sus recursos y se ver\u00eda un impacto importante en la atenci\u00f3n ciudadana\u201d, comenta.<\/p>\n<p>En este sentido, menciona que Isita tiene convenios con la Ciudad de M\u00e9xico, Nuevo Le\u00f3n, Oaxaca y Veracruz, en los sectores de educaci\u00f3n y automatizaci\u00f3n de gobiernos, donde participan como aceleradores de tecnolog\u00edas para optimizar los servicios.<\/p>\n<p>El empresario considera que la IA tiene mayores oportunidades de uso en programas sociales, bases de datos, auditor\u00edas, compras, contratos y en el an\u00e1lisis del comportamiento de las funciones municipales.<\/p>\n<p>\u201cIsita ayuda en la atenci\u00f3n ciudadana y automatizaci\u00f3n de servicios. En M\u00e9xico est\u00e1 siendo probada en la Alcald\u00eda Benito Ju\u00e1rez, aunque los gobiernos a\u00fan se resisten a invertir en estas herramientas.<\/p>\n<p>\u201cHoy, los recursos que tienen los municipios son limitados, por lo que optan por no invertir en una tecnolog\u00eda que desconocen, sin embargo, es necesario capacitar al personal para que conozca que existen herramientas para planear buenas pol\u00edticas p\u00fablicas\u201d, menciona Gir\u00f3n Antonio.<\/p>\n<p>La especialista considera que, en la incorporaci\u00f3n de la IA en la administraci\u00f3n p\u00fablica, debe cuidarse el uso de datos y no dejar de lado el criterio humano al momento de publicar informaci\u00f3n o tomar decisiones.<\/p>\n<p><strong>CAPACITACI\u00d3N A FUNCIONARIOS<\/strong><br \/>En 2026, el Instituto de Administraci\u00f3n P\u00fablica del Estado de Puebla (IAP) impartir\u00e1 el doctorado en Bio\u00e9tica Social e Inteligencia Artificial, enfocado en el uso adecuado de estas herramientas al servicio ciudadano.<\/p>\n<p>Javier Aquino Lim\u00f3n, titular de la Secretar\u00eda de Bienestar estatal, asegura que esta alianza es un paso firme hacia una pol\u00edtica p\u00fablica de seguridad que prioriza el bienestar ciudadano en la era digital, alineada con la visi\u00f3n de desarrollo del gobierno de Puebla para una sociedad m\u00e1s preparada.<\/p>\n<p>El responsable de la IAP, Francisco Javier Mu\u00f1oz L\u00f3pez, subraya la necesidad de actualizar y capacitar a los funcionarios p\u00fablicos para brindar una mejor atenci\u00f3n.
