style=\"color: #808285;\"><strong>Por \u00c9rika Uribe<\/strong><\/span><br \/><\/span><\/p>\n<p>Cuando Eduardo Med\u00e9cigo Rubio asumi\u00f3 el gobierno de Mineral de la Reforma, sab\u00eda que su misi\u00f3n iba m\u00e1s all\u00e1 de una gesti\u00f3n eficiente: buscaba transformar la manera en que el gobierno se relaciona con su gente.<\/p>\n<p>Con m\u00e1s de 250 mil habitantes y una composici\u00f3n social diversa \u2014donde confluyen personas de todo el pa\u00eds\u2014, el municipio enfrentaba una brecha digital evidente: m\u00faltiples canales de atenci\u00f3n, plataformas fragmentadas, baja eficiencia en los tiempos de respuesta y un sitio institucional pensado solo para cumplir con la transparencia, no para facilitar la vida header_2_font_size_last_edited=\"on|desktop\" global_colors_info=\"{}\"]<p>Ese diagn\u00f3stico inicial, compartido por el \u00e1rea de Inform\u00e1tica, dio pie al desarrollo de una herramienta robusta, dise\u00f1ada al 100\u202fpor ciento por talento interno: ComuniApp MR, una plataforma de gobierno digital que, en apenas seis meses, ha modernizado la manera en que el municipio ofrece servicios: pagos en l\u00ednea, reportes ciudadanos, atenci\u00f3n veterinaria, bolsa de empleo y m\u00e1s.<\/p>\n<p><strong>Una aplicaci\u00f3n, m\u00faltiples servicios<\/strong><br \/>ComuniApp MR no surgi\u00f3 como una ocurrencia tecnol\u00f3gica. Es resultado de un diagn\u00f3stico profundo sobre lo que significa habitar una comunidad plural. En Mineral de la Reforma conviven personas originarias de distintos estados del pa\u00eds, y muchas otras que han hecho del municipio su nuevo hogar. Esa diversidad exig\u00eda una soluci\u00f3n incluyente, intuitiva y cercana, capaz de integrarse de forma org\u00e1nica en la vida diaria.<\/p>\n<p>\u201cDesde el inicio de la administraci\u00f3n entendimos, a trav\u00e9s de un estudio, cu\u00e1l era la composici\u00f3n social de nuestra comunidad. Aqu\u00ed tenemos gente de todas las partes del pa\u00eds, incluso del mundo. Por eso le llamamos ciudad de la comunidad. La comunidad abarca todo\u201d, refiere el alcalde.<\/p>\n<p>Lanzada el 22 de noviembre de 2024 y disponible para Android e iOS, la aplicaci\u00f3n comenz\u00f3 como una plataforma informativa, pero pronto \u2014gracias al involucramiento directo del equipo de desarrollo\u2014 se consolid\u00f3 como un ecosistema de servicios con funcionalidades \u00fanicas en el pa\u00eds.<\/p>\n<p>A trav\u00e9s de la app, los usuarios pueden consultar y pagar su impuesto predial, emitir reportes con folio de seguimiento, acceder a la Gaceta Municipal, revisar requisitos para tr\u00e1mites, explorar vacantes laborales locales, participar en procesos de di\u00e1logo ciudadano, adoptar perros y gatos del hospital veterinario municipal, y consultar licitaciones y datos de transparencia. Todo desde el celular, con el poder de unos cuantos clics, sin filas ni traslados.<\/p>\n<p>La diferencia clave frente a otras apps municipales es el nivel de integraci\u00f3n. ComuniApp MR no tiene m\u00f3dulos dispersos, sino un sistema conectado que automatiza flujos, reduce traslados innecesarios y permite a cada usuario consultar el estado de su solicitud en cualquier momento, sin intermediarios.<\/p>\n<p><strong>Resultados en tiempo real<\/strong><br \/>Desde su lanzamiento, los resultados de ComuniApp MR han sido visibles y concretos. La plataforma supera los dos mil 300 usuarios activos, acumula m\u00e1s de 144 mil visitas y ha reducido el tiempo promedio de respuesta en solicitudes ciudadanas a menos de 72 horas. M\u00e1s all\u00e1 de las m\u00e9tricas de uso, su efecto se refleja tambi\u00e9n en los ingresos municipales, al aumentar en 20\u202fpor ciento el pago en l\u00ednea del predial respecto al a\u00f1o anterior.<\/p>\n<p>\u201cEstamos muy orgullosos porque fuimos uno de los cuatro municipios reconocidos por la Auditor\u00eda Superior del Estado por el manejo m\u00e1s eficiente de la cuenta p\u00fablica. Adem\u00e1s, fuimos el \u00fanico municipio reconocido por el Instituto de Transparencia del Estado de Hidalgo por el mejor manejo de los recursos p\u00fablicos. Y hoy, tambi\u00e9n estamos considerados entre los mejores en buenas pr\u00e1cticas de gobierno. Eso no es resultado de una persona, sino del trabajo de todo un equipo que ha hecho posible que este acercamiento con la poblaci\u00f3n se d\u00e9 ahora a trav\u00e9s de medios digitales\u201d, se\u00f1ala Eduardo Med\u00e9cigo.<\/p>\n<p>Actualmente, el 95\u202fpor ciento de los hogares en Mineral de la Reforma tiene conexi\u00f3n a Internet y el 92 por ciento de la poblaci\u00f3n cuenta con un dispositivo inteligente. Sin embargo, solo el 1\u202fpor ciento de la poblaci\u00f3n utiliza la aplicaci\u00f3n. Frente a ese panorama, el municipio ya trabaja en una campa\u00f1a de inclusi\u00f3n digital para extender su alcance, especialmente entre grupos con menor familiaridad tecnol\u00f3gica.<\/p>\n<p>\u201cNuestro reto ahora es convertir esa conectividad en participaci\u00f3n digital. Tenemos que informar que nuestra herramienta existe. Las herramientas est\u00e1n, pero muchas veces, al no saber que existen, la gente no las usa, por m\u00e1s buenas que sean\u201d, apunta Jes\u00fas Morelos Hern\u00e1ndez, Director de Inform\u00e1tica del gobierno municipal.<\/p>\n<p>Cabe destacar que en Mineral de la Reforma operan alrededor de 40 antenas de wifi gratuito, distribuidas en distintos puntos del municipio. Todas est\u00e1n geolocalizadas dentro de la aplicaci\u00f3n, lo que permite a cualquier persona ubicar la m\u00e1s cercana y conectarse sin sostenibilidad. El desarrollo fue ejecutado completamente por un equipo de seis programadores del \u00e1rea de Inform\u00e1tica, aprovechando la infraestructura tecnol\u00f3gica ya existente. La \u00fanica inversi\u00f3n fue la suscripci\u00f3n a las tiendas Android e iOS, lo que convierte a ComuniApp MR en una de las soluciones m\u00e1s rentables y escalables a nivel municipal.<\/p>\n<p>Para proteger la informaci\u00f3n de los usuarios, el municipio opera con servidores propios, firewall f\u00edsico y sistemas basados en software libre. Incluso ha superado intentos de intrusi\u00f3n en entornos de prueba, sin que su arquitectura se haya visto comprometida. Adem\u00e1s, toda la infraestructura fue desarrollada bajo los lineamientos de la Ley General de Protecci\u00f3n de Datos Personales.<\/p>\n<p><strong>Modelo replicable<\/strong><br \/>Desde su concepci\u00f3n, la aplicaci\u00f3n fue pensada como una herramienta ciudadana, no burocr\u00e1tica. Lo confirma el propio alcalde: \u201cNo creemos que alguien se despierte queriendo ir a la Presidencia Municipal. Por eso dise\u00f1amos un gobierno en el bolsillo de la gente. Porque respetar su tiempo es tambi\u00e9n gobernar con dignidad\u201d.<\/p>\n<p>Y m\u00e1s all\u00e1 del discurso, la estrategia ya muestra capacidad de r\u00e9plica. Recientemente, Eduardo Med\u00e9cigo asumi\u00f3 la Presidencia de la Asociaci\u00f3n de Alcaldes del Estado de Hidalgo, conformada por los 84 municipios. Para tr\u00e1mites m\u00e1s complejos, como la apertura de negocios, se trabaja en un modelo h\u00edbrido.<\/p>\n<p>Actualmente, ComuniApp MR no solo gestiona solicitudes: genera confianza, facilita tr\u00e1mites, promueve el bienestar animal, reduce emisiones por traslados innecesarios y fortalece la rendici\u00f3n de cuentas.
