bien iluminadas ya no es un privilegio, sino una realidad construida en tiempo r\u00e9cord. Con el programa Iluminemos Tlajo, la administraci\u00f3n encabezada por Gerardo Quirino Vel\u00e1zquez Ch\u00e1vez renov\u00f3 el 100 por ciento del alumbrado p\u00fablico en apenas seis meses, sustituyendo m\u00e1s de 40 mil luminarias obsoletas por tecnolog\u00eda LED. Era una de las principales quejas ciudadanas. Tener buena iluminaci\u00f3n p\u00fablica es clave para la prevenci\u00f3n y para que los tlajomulquenses caminen con m\u00e1s tranquilidad. As\u00ed surgi\u00f3 el compromiso de renovar todas las luminarias\u201d, explica el alcalde. Para esta administraci\u00f3n, encender cada poste fue mucho m\u00e1s que un tema de est\u00e9tica urbana: signific\u00f3 devolver seguridad y confianza a m\u00e1s de 720 mil personas.<\/p>\n<p><strong>Planeaci\u00f3n a contrarreloj<\/strong><br \/>La magnitud del reto exig\u00eda organizaci\u00f3n milim\u00e9trica: diagn\u00f3stico t\u00e9cnico, licitaci\u00f3n abierta, acuerdos claros y ejecuci\u00f3n sin titubeos. \u201cEl reto m\u00e1s grande fue el tiempo. Reemplazar m\u00e1s de 40 mil luminarias en seis meses parec\u00eda imposible. Pero nos arremangamos la camisa, hicimos un diagn\u00f3stico preciso, nos coordinamos con las \u00e1reas clave del gobierno y salimos a las calles a cumplir. No fue f\u00e1cil, pero demostramos que cuando hay voluntad, hay resultados\u201d, enfatiza Vel\u00e1zquez Ch\u00e1vez.<\/p>\n<p>Todo inici\u00f3 con un censo georreferenciado de cada luminaria y poste, calculando el consumo de las que a\u00fan operaban. Luego, el municipio se dividi\u00f3 en cuadrantes, priorizando zonas con mayor densidad poblacional, niveles de inseguridad y consumo energ\u00e9tico. Las cuadrillas trabajaron d\u00eda y noche, sectorizando colonias y atendiendo primero avenidas primarias, zonas escolares y puntos de alta incidencia delictiva. La meta: que ning\u00fan parque, callej\u00f3n, andador ni cancha se quedara en penumbra.<\/p>\n<p><strong>Disciplina financiera como bandera<\/strong><br \/>Renovar toda la red de alumbrado cost\u00f3 250 millones 893 mil pesos, cifra que normalmente llevar\u00eda a un municipio a buscar pr\u00e9stamos bancarios o concesi\u00f3n a 15 o 20 a\u00f1os. Tlajomulco lo hizo con recursos propios gracias a una disciplina financiera, control del gasto corriente, reingenier\u00eda administrativa y una recaudaci\u00f3n eficiente.<\/p>\n<p>Para Tlajomulco, este logro es un mensaje directo: se puede transformar lo esencial, con acciones b\u00e1sicas y sin comprometer el futuro.<\/p>\n<p>La licitaci\u00f3n p\u00fablica permiti\u00f3 que la empresa ganadora ejecutara la renovaci\u00f3n t\u00e9cnica, pero sin tomar control de la operaci\u00f3n. \u201cEllos cambiaron las luminarias, pero el control, la operaci\u00f3n y el mantenimiento siguen siendo 100\u202fpor ciento municipales. No concesionamos el servicio porque este esquema nos permite garantizar calidad, reducir costos y atender reportes con nuestro propio personal\u201d, subraya Vel\u00e1zquez sodio. Con m\u00e1s de 40 mil nuevas, se estima una reducci\u00f3n significativa en la factura el\u00e9ctrica municipal y en la huella de carbono anual. La Comisi\u00f3n Federal de Electricidad (CFE) calcula que una luminaria LED de 80 watts sustituye de forma eficiente una de sodio de 150 watts, manteniendo la misma intensidad lum\u00ednica. Esa eficiencia energ\u00e9tica libera recursos para otras obras.<\/p>\n<p>Las l\u00e1mparas instaladas tienen una vida \u00fatil de entre 50 mil y 100 mil horas, un grado de protecci\u00f3n IP \u2265 65 contra polvo y agua, lo que garantiza una duraci\u00f3n \u00f3ptima, reduce los costos de reemplazo y reparaci\u00f3n, y finalmente evita que se comprometa el presupuesto de los siguientes a\u00f1os.<\/p>\n<p>Adem\u00e1s, las l\u00e1mparas adquiridas est\u00e1n hechas con materiales reciclables y libres de mercurio, para contribuir con el cuidado del medioambiente. De hecho, solo por la reducci\u00f3n en el consumo de energ\u00eda, se estima que este proyecto reduzca las emisiones de CO2 en m\u00e1s de 1.5 millones de toneladas anuales.<\/p>\n<p><strong>La seguridad empieza con la luz<\/strong><br \/>Los vecinos reportan calles antes oscuras ahora transitables a cualquier hora. Para la Polic\u00eda municipal, una calle bien iluminada reduce puntos ciegos y facilita patrullajes nocturnos. \u201cLa iluminaci\u00f3n es prevenci\u00f3n. Una calle bien iluminada disuade el delito y genera una percepci\u00f3n de seguridad. Desde que arranc\u00f3 el programa, la Polic\u00eda patrulla de forma m\u00e1s eficiente\u201d, se\u00f1ala el alcalde.<\/p>\n<p>La iluminaci\u00f3n tambi\u00e9n reactiv\u00f3 parques, canchas y jardines como espacios de convivencia. \u201cM\u00e1s luz significa m\u00e1s seguridad, m\u00e1s actividad y m\u00e1s cohesi\u00f3n social\u201d, a\u00f1ade.<\/p>\n<p>Para evitar improvisaciones, Tlajomulco implement\u00f3 un sistema digital de monitoreo que supervisa cada luminaria en tiempo real. Las l\u00e1mparas LED permiten un monitoreo y control a distancia. Y la ciudadan\u00eda tambi\u00e9n forma parte activa de la operaci\u00f3n: \u201cCreamos un sistema de gesti\u00f3n digital que permite monitorear al instante los reportes de funcionamiento de cada luminaria. Adem\u00e1s, contamos con brigadas propias de mantenimiento preventivo y correctivo.
