La historia de Alcaldes de M\u00e9xico<\/em> ha estado marcada por dos momentos que han sido parteaguas en el pa\u00eds. Este medio de comunicaci\u00f3n naci\u00f3 en 2009, el a\u00f1o en que la pandemia de influenza ocasionada por el virus A (H1N1) tuvo en vilo a M\u00e9xico y al mundo. En septiembre de 2020 cumplimos 11 a\u00f1os de difundir buenas pr\u00e1cticas de gobierno y de dar a conocer lo que acontece en la esfera de la administraci\u00f3n p\u00fablica local, y el mundo lucha contra la pandemia ocasionada por otro virus, el SARS-CoV-2, m\u00e1s mortal que el de 2009 y con efectos m\u00e1s profundos en la sociedad, en la econom\u00eda y en la pol\u00edtica en el mundo.<\/span><\/p>\n

Esta nueva amenaza a la salud p\u00fablica nos hizo modificar nuestras din\u00e1micas de organizaci\u00f3n y de trabajo. En los \u00faltimos meses, Alcaldes de M\u00e9xico<\/em> ha experimentado cambios que, en otro contexto habr\u00edan sido paulatinos, pero las circunstancias obligan a innovar en el menor tiempo posible para continuar con la labor de informar, desde un enfoque propositivo, las buenas pr\u00e1cticas de gobierno. La adversidad nos fortaleci\u00f3 y nos hizo crecer.<\/span><\/p>\n

Siguiendo las medidas de prevenci\u00f3n y control ante la emergencia sanitaria por Covid-19, hoy hemos hecho una pausa en la publicaci\u00f3n impresa de la revista mensual, pero transitamos a una edici\u00f3n en l\u00ednea, complementada con contenidos multimedia que la vuelven interactiva y enriquecen la experiencia de los lectores. Asimismo, la posibilidad de conectarnos a distancia nos ha permitido explorar otras formas de generar espacios de an\u00e1lisis e intercambio de ideas, con la posibilidad de llegar a miles, incluso millones de seguidores. Desde marzo de 2020, cada semana, alcaldes, gobernadores y funcionarios p\u00fablicos de los tres \u00f3rdenes de gobierno participan en transmisiones en redes sociales para dar a conocer c\u00f3mo han hecho frente a la emergencia sanitaria, cu\u00e1les son sus estrategias para reactivar el desarrollo en sus localidades y c\u00f3mo se coordinan para estrechar v\u00ednculos con los ciudadanos, de tal manera que sea m\u00e1s sencillo superar la crisis.<\/span><\/p>\n

Asimismo, hemos organizado webinars<\/em> y foros en los que expertos en diversos temas que ata\u00f1en a la administraci\u00f3n p\u00fablica local comparten sus experiencias y las pr\u00e1cticas que les han resultado m\u00e1s efectivas, en un esp\u00edritu de colaboraci\u00f3n que favorece a todos con ejemplos que pueden replicarse.<\/span><\/p>\n

Nuestras redes sociales han estado m\u00e1s activas que nunca. El boom<\/em> de los contenidos digitales en el transcurso de la pandemia nos ha permitido expandir nuestros contenidos y tener una mayor presencia, consolidando nuestro liderazgo como el medio de comunicaci\u00f3n especializado en gobiernos locales por excelencia.<\/span><\/p>\n

EXPLICAR LO COMPLEJO<\/strong><\/p>\n

En 11 a\u00f1os de vida, una palabra define a Alcaldes de M\u00e9xico<\/em>, y ha sido su objetivo permanente: crecimiento.\u00a0<\/span><\/p>\n

Naci\u00f3 como una revista bimestral con la finalidad de abordar un nicho poco atendido por las publicaciones especializadas: el \u00e1mbito municipal. No s\u00f3lo para analizar la realidad de esa esfera de gobierno, sino tambi\u00e9n para generar contenidos en los que expertos y gobernantes aportaran soluciones que pod\u00edan ser replicadas. Este enfoque propositivo es, hoy d\u00eda, objeto de an\u00e1lisis en el \u00e1mbito acad\u00e9mico de la comunicaci\u00f3n y es un rasgo esencial del llamado Periodismo de Soluciones, de tal manera que Alcaldes de M\u00e9xico<\/em>, es pionero en la pr\u00e1ctica de este periodismo en el pa\u00eds.<\/span><\/p>\n

Hasta ese entonces, entre los medios de comunicaci\u00f3n especializados no exist\u00eda una publicaci\u00f3n enfocada en abordar la problem\u00e1tica de las administraciones p\u00fablicas de municipios y estados, que proporcionara informaci\u00f3n \u00fatil y que mostrara soluciones al alcance de los gobiernos. Fue Alcaldes de M\u00e9xico quien asumi\u00f3 esa labor de manera propositiva, independiente y apartidista.<\/span><\/p>\n

El acontecer de las administraciones p\u00fablicas y locales es complejo. Es un entorno en el que convergen la naturaleza t\u00e9cnica de las din\u00e1micas administrativas y las directrices pol\u00edticas de los gobernantes. Comprender esa naturaleza para conocer y difundir las mejores pr\u00e1cticas, as\u00ed como las experiencias m\u00e1s exitosas de gobierno, requiere acercarse a los expertos: presidentes municipales, regidores, s\u00edndicos, directores de \u00e1rea, acad\u00e9micos, empresarios, representantes de la sociedad civil organizada, defensores de derechos humanos, l\u00edderes sociales, entre otros. Ellos han sido las fuentes de informaci\u00f3n obligada para el trabajo period\u00edstico de Alcaldes de M\u00e9xico<\/em>.\u00a0<\/span><\/p>\n

Adem\u00e1s del conocimiento especializado que encierra el \u00e1mbito de la administraci\u00f3n p\u00fablica local, Alcaldes de M\u00e9xico<\/em> explora el contexto que lo rodea y del cual depende, en buena medida, su funcionamiento. Un ejemplo es el marco legal que determina las facultades y alcances de los estados y municipios, el cual ha sufrido diversos cambios a lo largo de la historia.<\/span><\/p>\n

Uno de esos cambios fue documentado en las p\u00e1ginas de Alcaldes de M\u00e9xico<\/em> en 2014, en el marco de la Reforma Pol\u00edtica, cuando se decret\u00f3 que las constituciones de los estados establecieran la elecci\u00f3n consecutiva para el mismo cargo de presidentes municipales, regidores y s\u00edndicos, por un periodo adicional.\u00a0<\/span><\/p>\n

Esta reforma se vio materializada en los comicios de julio de 2018, en los que alcaldes de diversas regiones del pa\u00eds consiguieron la reelecci\u00f3n en las urnas.<\/span><\/p>\n

En m\u00e1s de una d\u00e9cada, Alcaldes de M\u00e9xico<\/em> ha mostrado las transformaciones en la geograf\u00eda pol\u00edtica nacional y c\u00f3mo han cambiado los colores de las fuerzas pol\u00edticas dominantes en estados y municipios. Asimismo, fue testigo del regreso a la Presidencia del otrora hegem\u00f3nico Partido Revolucionario Institucional (PRI).\u00a0<\/span><\/p>\n

Si bien la transici\u00f3n pol\u00edtica en el orden federal, despu\u00e9s de 70 a\u00f1os de un solo partido en la presidencia se consagr\u00f3 con la elecci\u00f3n del primer presidente de otra fuerza pol\u00edtica en el a\u00f1o 2000, la llegada de Morena a Palacio Nacional marc\u00f3 a la transici\u00f3n como algo natural. Un hito que era imposible imaginar treinta a\u00f1os atr\u00e1s.\u00a0<\/span><\/p>\n

As\u00ed las cosas, todo lo que en los espacios informativos de esta casa editorial comenz\u00f3 a analizarse como posibles cambios, hoy es una realidad que seguimos de cerca.<\/span><\/p>\n

ESTADOS Y GOBERNADORES<\/strong><\/p>\n

Alcaldes de M\u00e9xico<\/em> naci\u00f3 como una revista bimestral, que pronto pas\u00f3 a publicarse cada mes, convirti\u00e9ndose en referente y fuente de consulta, debido al gran abanico de temas que aborda: infraestructura, tecnolog\u00edas de la informaci\u00f3n, manejo de residuos s\u00f3lidos, gesti\u00f3n del agua y todo lo relacionado con los servicios p\u00fablicos que brindan los gobiernos locales.<\/span><\/p>\n

En el curso de los a\u00f1os, y de manera natural, Alcaldes de M\u00e9xico<\/em> reforz\u00f3 la informaci\u00f3n alusiva a la esfera de los gobiernos estatales. Lo que siempre estuvo presente como una secci\u00f3n reducida en n\u00famero de p\u00e1ginas, creci\u00f3 en los \u00faltimos a\u00f1os para convertirse en parte fundamental de los temas que d\u00eda a d\u00eda y mes a mes, conforman nuestros contenidos.\u00a0<\/span><\/p>\n

El propio devenir hist\u00f3rico del pa\u00eds llev\u00f3 de forma natural a Alcaldes de M\u00e9xico<\/em> a ampliar su paraguas informativo hacia los gobernadores y los estados. Con la reelecci\u00f3n de presidentes municipales y las modificaciones al marco legal para hacer concurrentes las elecciones en cada vez m\u00e1s entidades federativas, hoy 16 gobernadores provienen de gobernar municipios. Son mandatarios estatales que, marcados por una formaci\u00f3n pol\u00edtica municipalista, reconocen la importancia de lo local.<\/span><\/p>\n

Es por ello, que desde 2018, el Premio a las Mejores Pr\u00e1cticas de Gobiernos Locales incluye categor\u00edas de programas y pol\u00edticas p\u00fablicas impulsados por estados, y las p\u00e1ginas de la edici\u00f3n mensual, plasman tambi\u00e9n entrevistas a gobernadores e informaci\u00f3n de experiencias exitosas de gobiernos estatales.<\/span><\/p>\n

EVOLUCI\u00d3N CONTINUA<\/strong><\/p>\n

En la medida que la publicaci\u00f3n consolidaba su presencia, se ampli\u00f3 la oferta de productos editoriales con la finalidad de reforzar los contenidos a favor de gobiernos de municipios y estados m\u00e1s profesionales y modernos.<\/span><\/p>\n

Es as\u00ed como surgi\u00f3 la Gu\u00eda Mejor Gesti\u00f3n P\u00fablica, un compendio de soluciones a problem\u00e1ticas espec\u00edficas de las ciudades. Tambi\u00e9n surgi\u00f3 el Foro Alcaldes Hablando con Alcaldes, un espacio de de intercambio de experiencias y buenas pr\u00e1cticas entre gobernantes y funcionarios municipales, estatales y federales, e instituimos el Premio a las Mejores Pr\u00e1cticas de Gobiernos Locales, que reconoce las acciones m\u00e1s destacadas de los estados y municipios en favor del desarrollo.<\/span><\/p>\n

El avance tecnol\u00f3gico en el entorno medi\u00e1tico nacional e internacional tambi\u00e9n ha marcado la pauta de crecimiento de Alcaldes de M\u00e9xico<\/em>, que en los \u00faltimos a\u00f1os ha desplegado recursos tecnol\u00f3gicos para combinar las fortalezas de nuestros productos impresos con espacios en Internet que permiten abordar las coyunturas con la inmediatez que requiere la demanda de informaci\u00f3n oportuna. Hoy por hoy, somos uno de los medios especializados con mayor impacto en Internet, a trav\u00e9s de nuestra p\u00e1gina y de nuestras redes sociales.\u00a0<\/span><\/p>\n

Al mismo tiempo, reforzamos nuestra plataforma de televisi\u00f3n online, Alcaldes TV, mediante contenidos dise\u00f1ados para llegar de manera efectiva, a trav\u00e9s de este medio, a todos los gobiernos. Alcaldes TV ha sido tambi\u00e9n un escaparate en el que presidentes municipales, gobernadores, secretarios de Estado y funcionarios de los tres \u00f3rdenes de gobierno han dado a conocer su punto de vista en una gran variedad de temas relacionados con el quehacer de los gobiernos locales.<\/span><\/p>\n

En todos estos esfuerzos hemos contado con la compa\u00f1\u00eda y el apoyo de nuestro Consejo Editorial, integrado por destacados personajes de la sociedad civil, de la academia, del sector p\u00fablico y del sector privado, quienes aportan ideas y conocimiento para orientar los contenidos de las distintas plataformas de Alcaldes de M\u00e9xico<\/em>.<\/span><\/p>\n

Esta casa editorial as\u00ed como sus m\u00faltiples plataformas y espacios, no podr\u00eda sostenerse sin el valioso trabajo de quienes, a lo largo de 11 a\u00f1os, hemos formado parte de esta empresa. Cada uno, desde su \u00e1mbito de actividad, ha sido un pilar en el que el \u00e9xito y el crecimiento de Alcaldes de M\u00e9xico<\/em> se sustentan.\u00a0<\/span><\/p>\n

Al cruzar nuestra primera d\u00e9cada nos encontramos con un panorama que, en un capricho de la historia, nos pone en un contexto similar al que hab\u00eda cuando el primer n\u00famero de la revista vio la luz: En medio de una crisis econ\u00f3mica profunda, con una pandemia que tiene al mundo en vilo. M\u00e9xico en 11 a\u00f1os<\/strong><\/h1>\n

Dos pandemias; reformas constitucionales hist\u00f3ricas que, entre otros cambios, permitieron reinstaurar la figura de reelecci\u00f3n en nuestro pa\u00eds, as\u00ed como la creaci\u00f3n de una constituci\u00f3n pol\u00edtica para la Ciudad de M\u00e9xico, que acerc\u00f3 su estatus al de un estado, son algunos de los sucesos m\u00e1s importantes que han ocurrido en el pa\u00eds, de los cuales Alcaldes de M\u00e9xico<\/em> ha sido testigo y ha llevado el testimonio de su impacto en la vida local, a trav\u00e9s de sus plataformas informativas.<\/span><\/p>\n
