class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\">Cada ma\u00f1ana, en las ciudades mexicanas de m\u00e1s de 200 mil habitantes, decenas de camiones de reparto compiten por unos cuantos metros de banqueta para descargar refrescos, pan, agua y abarrotes. El resultado es una escena cotidiana: caos vial, veh\u00edculos en doble fila, contaminaci\u00f3n y p\u00e9rdidas econ\u00f3micas. No obstante, este desaf\u00edo tiene una soluci\u00f3n probada, medible y replicable, cuya implementaci\u00f3n depende en gran medida de los gobiernos municipales.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\">Cuando hablamos de log\u00edstica urbana, es decir, del conjunto de operaciones que permite que las mercanc\u00edas lleguen desde los centros de distribuci\u00f3n hasta tiendas, restaurantes y oficinas, la atenci\u00f3n suele centrarse en la llamada \u00faltima milla, el tramo final del recorrido antes de que un veh\u00edculo de reparto llegue a su destino.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\">Sin embargo, una investigaci\u00f3n realizada en el LogistiX-Lab, el primer laboratorio de log\u00edstica urbana en tiempo real de Am\u00e9rica Latina, con sede en Quer\u00e9taro, demostr\u00f3 que el verdadero cuello de botella no est\u00e1 en la \u00faltima milla, sino en los \u00faltimos 50 metros, cuando el repartidor busca un espacio para estacionarse y realizar la descarga.<\/p>\n<p><strong>CUESTI\u00d3N DEL LOG\u00cdSTICA<\/strong><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\">Para agilizar las operaciones de carga y descarga, LogistiX-Lab, en colaboraci\u00f3n con el gobierno municipal de Quer\u00e9taro y cuatro empresas de alimentos y bebidas, desarroll\u00f3 un experimento de campo en un kil\u00f3metro cuadrado del Centro Hist\u00f3rico del municipio.<\/p>[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row column_structure=\"3_5,2_5\" _builder_version=\"4.16\" width_tablet=\"\" width_phone=\"\" width_last_edited=\"on|desktop\" max_width=\"2560px\" locked=\"off\" global_colors_info=\"{}\"][et_pb_column type=\"3_5\" _builder_version=\"4.16\" global_colors_info=\"{}\"][et_pb_text _builder_version=\"4.27.4\" text_font=\"Roboto|300|||||||\" text_font_size=\"22px\" text_letter_spacing=\"1px\" text_line_height=\"1.8em\" header_text_align=\"center\" header_text_color=\"#628d3c\" header_font_size=\"64px\" header_2_font=\"Roboto|100|on||||||\" header_2_text_align=\"center\" z_index=\"57\" width=\"100%\" module_alignment=\"center\" custom_margin=\"0px||||false|false\" custom_padding=\"0px||0px|||\" text_font_size_tablet=\"\" text_font_size_phone=\"\" text_font_size_last_edited=\"on|phone\" header_font_size_tablet=\"33px\" header_font_size_phone=\"35px\" header_font_size_last_edited=\"on|phone\" header_2_font_size_tablet=\"\" header_2_font_size_phone=\"\" header_2_font_size_last_edited=\"on|desktop\" global_colors_info=\"{}\"]<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\">El programa piloto consisti\u00f3 en que elementos de vialidad, previamente capacitados en log\u00edstica, mantuvieran despejadas las zonas de descarga se\u00f1alizadas. Los resultados demostraron la viabilidad de las bah\u00edas de carga y descarga: el tiempo de viaje por entrega disminuy\u00f3 39 por ciento; el tiempo de estacionamiento, 38 por ciento, y el tiempo total de permanencia de cada veh\u00edculo en la zona, un 44 por ciento.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\">Miguel Gast\u00f3n Cedillo Campos, profesor de Texas A&amp;M International University y desarrollador del estudio, explic\u00f3 los beneficios del modelo tras observar cambios en la operaci\u00f3n log\u00edstica: \"Cuando las bah\u00edas est\u00e1n disponibles y se\u00f1alizadas, los choferes cambian su estrategia: se estacionan una vez y caminan hasta varios puntos de entrega cercanos. Esto reduce el n\u00famero de arranques y frenadas, disminuye las emisiones de contaminantes y la probabilidad de accidentes y mejora la fluidez vial\".<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\">Durante el piloto, el equipo del proyecto capacit\u00f3 a 20 polic\u00edas viales en log\u00edstica para hacer cumplir las normas de carga y descarga durante un mes. No obstante, el modelo requiere un diagn\u00f3stico previo, un dise\u00f1o adaptado al contexto local y un esquema de gobernanza que sostenga los resultados en el tiempo. \"La gran mayor\u00eda de los municipios mexicanos no cuenta con un especialista en log\u00edstica en su equipo t\u00e9cnico. Esa ausencia tiene un costo enorme para la fluidez del comercio local y la calidad de vida urbana\", se\u00f1ala Roberto Aguerrebere Salido, Presidente de la Comisi\u00f3n de Movilidad y Transporte del Consejo Nacional de Desarrollo Urbano (Conared) y consultor independiente en movilidad y distribuci\u00f3n urbana de mercanc\u00edas.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal leading-[1.7]\"><strong>MODELO DE COLABORACI\u00d3N<\/strong><\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\">Los especialistas coinciden en que la bah\u00eda de carga y descarga, con tecnolog\u00eda y una regulaci\u00f3n adecuada, impulsa el desarrollo local. Este modelo requiere iniciar con un diagn\u00f3stico del problema en un pol\u00edgono delimitado de la ciudad. La intervenci\u00f3n en la distribuci\u00f3n urbana de mercanc\u00edas exige actuar en cuatro frentes: reglamentaci\u00f3n clara y aplicada, infraestructura adecuada, capacitaci\u00f3n del personal municipal y adopci\u00f3n de tecnolog\u00eda para monitorear y ajustar las pol\u00edticas en tiempo real.<\/p>\n<p class=\"font-claude-response-body break-words whitespace-normal\" dir=\"ltr\">El valor diferencial del modelo probado con el LogistiX-Lab radica en su esquema de colaboraci\u00f3n: academia, industria, gobierno y sociedad civil trabajan de manera conjunta en un entorno real, con datos verificables, para cocrear soluciones.
